Eagle in tarot
The eagle flies highest and was believed to look straight into the sun, so it became a symbol of vision, sovereignty and spiritual ascent. In Christian art it is the creature of Saint John the Evangelist, and in the astrological scheme behind the deck it stands for the fixed sign Scorpio. In the Waite-Smith deck it appears in the corners of the Wheel of Fortune and the World, as one of the four living creatures. In readings it suggests clear sight, the ability to see a situation whole, and an intellect that rises above detail.

Wheel of Fortune: The four living creatures
An angel, an eagle, a bull and a lion sit on clouds in the corners, each with an open book. They are the creatures of Ezekiel's vision and Revelation, later the emblems of the four Evangelists, and are often linked to the fixed signs of the zodiac. They return on the World.
